And their goal is very specific: they seek to increase high school graduation rates from 70% to 80%. To reach this goal, the kids and the educators need help from the community. Environment Cope Environmental Center - Richmond Hoosier Riverwatch has been training citizen volunteers in water quality monitoring since 1996. It is a state-sponsored initiative of the Indiana Department of Natural Resources.
